Customer Service Manager

An employee in this position manages Customer Service for the City by responding to citizen requests for City services, updating utility account information and receipting all payments to the City. They supervise a customer service representative – schedule, assign tasks and duties, performance reviews; Provide staff training, and mentor subordinate.  Additionally, they:

  • Collect utility accounts and record payments; participate in customer nonpayment cut-off procedures.
  • Design application processes and develop applicable forms.
  • Request adjustments to customer accounts in accordance with division policies. 
  • Provide customer information and education in a proactive manner, using the City website, TV channel newsletters, signs and mailings.  Review and update information, such as FAQ, to keep them relevant.
  • Receive and investigate customer complaints and take appropriate action.
  • Respond to inquiries in person, by telephone, and by email.
  • Inform management about trending customer issues for consideration of appropriate corrective responsive measures. 
  • Coordinate with Public Works Supervisor for work order processing.  Monitor and communicate results with the Supervisor.
  • Approve customer payment arrangements when appropriate.
  • Remain aware of utility service trends by monitoring School of Government listserv and legal blogs, websites, and staff of other municipalities, and available training opportunities.
  • Identify service issues and inconsistencies.   Recommend possible solutions and lead the staff through changes.
  • Maintain legal compliance with governmental utility requirements. 
  • Develop, recommend, and implement customer service division and department goals and related policies and procedures.
  • Responsible for department adherence to established policies and procedures to ensure actions meet legal requirements and internal control safeguards.  
  • Develop supporting documentation and prepare customer service division annual budget request.  Participate in finance department budget preparation and administration.
  • Verify customer service division supply orders and approve invoices for payment.
  • Ensure accuracy of financial information generated by utility section.

Qualifications

Completion of an associate degree in business administration, business management, customer service, finance, accounting, customer relations or equivalent supplemented with course work in accounting, customer service or other related areas. Considerable experience in municipal/governmental utility billing and customer service or other regulated industry, including some supervisory experience; or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities.

Facilities & Grounds Technician I

 Description: 

Work includes maintaining parks, grounds, facilities and equipment, and leading the work of seasonal workers.  Work also includes a variety of unskilled and semi-skilled tasks related to construction,  maintenance, and repair duties of municipal facilities and grounds.  Employee needs more than usual physical strength and endurance.      


Minimum Requirements:
Candidate should have the ability to lift 50+ lbs. and work in differing weather conditions.  Must be able to perform basic life functions of climbing, balancing, stooping, crouching, reaching, standing, walking, lifting, fingering, grasping, talking, and hearing.  Candidate is required to possess a valid North Carolina driver’s license and have a safe driving record.  CDL holders are preferred.  Skill in equipment operation including zero-turn mower, tractor, skid steer, backhoe preferred. Pre-employment drug testing, driving record and a criminal check are required.  


Hours:
7:00am-3:30pm weekdays; other times when necessary or assigned.

Park Keeper

Performs work in the care and cleaning of City parks & recreation buildings and grounds.  Ensures cleanliness, and usability by patrons. Work also includes a variety of unskilled and semi-skilled tasks related to maintenance, and minor repair duties.  Employee needs more than usual physical strength and endurance. Examples of work includes:

  • Cleans and maintains park facilities and grounds.
  • Performs janitorial duties, general maintenance and repair. 
  • Sweeps, mops, dusts, vacuums, removes stains, cleans carpets/floors; strip and seal floors on a set schedule.  
  • Pressure washing of shelters, bathrooms, windows, and other facilities as requested.  
  • Repair blemishes to surfaces throughout facilities; pick up litter, limbs, and other debris.
  • Change light bulbs; cleans and supplies restrooms.
  • Operate City Park truck and/or electric maintenance vehicle.
  • Gathers and disposes of refuse, litter and trash; trim/pull grass and/or weeds as needed.
  • Performs routine security tours of the facilities and grounds to which assigned.  
  • Opens and closes buildings and gates; reports unusual observations to the Park Director and/or Archdale Police Department.    
  • Participates in snow/ice removal from parking lots, and sidewalks.  
  • Assists parks and recreation staff with city-wide special events (4th of July, Halloween and Christmas). Set-up and breakdown of event amenities.  Remove refuse during and after event. 
  • Attends all scheduled staff meetings to remain aware of the parks and recreation calendar.  
  • Performs related work as assigned.


Qualifications

Completion of high school or equivalent and some experience in grounds keeping, mechanical, or custodial work; or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities.

Special Requirements

Possess a valid North Carolina Class C driver license with a safe driving record.

Parks & Recreation Administrative Coordinator

Work is clerical in nature and includes providing information on the telephone, email, and in person; taking payments for department fees; balancing the cash drawer daily; maintaining a variety of records and files; preparing various reports and information; and ordering supplies and maintenance items.  Must possess an intermediate proficiency with Microsoft Office software applications including, but not limited to: Word, Excel and Power Point.  Work requires good communication skills, tact, courtesy, and customer service skills since this employee is in frequent contact with program participants and other parties.  Work is performed under the regular supervision of the Parks and Recreation Director and is evaluated through conferences, written reports, and observation of work in process. This classification is considered as non-exempt for purposes of compliance with the Fair Labor Standards Act (FLSA).

Essential Duties Include:

Provides frontline interaction with the public in a friendly and professional manner through personal contact at office counter, answering telephones, emails, and interdepartmental communications.  

Greets and directs visitors and callers regarding park shelter reservations, program registrations, facility use, events and programs, permits, and refers to appropriate staff as needed.  

Balances cash drawer, prepares daily bank deposits and provides detailed reports to finance department.

Handles rentals of gym, activity rooms, ball fields, shelters, and the senior center; prepares and maintains information. 

Signs up participants in various programs and receives payments for program fees. 

Recommends and updates administrative systems to ensure efficiency. 

Takes minutes for parks and recreation board meetings; sends out agenda; mails or emails information to members.

Maintains supply inventory by checking stock to determine inventory level; anticipating needed supplies; placing and expediting orders for supplies; verifying receipt of supplies.

Assists parks and recreation staff with special events and programs.

Trains, schedules and manages part time office staff. 

Qualifications

EDUCATION AND REQUIREMENTS Completion of high school or equivalent, and some vocational training in business or related field and office or customer service experience; or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities.

Planning Technician

Employee performs technical work within the Planning Department.  This includes assisting in maintaining and updating the City’s internal GIS data as well as producing maps using this data. In addition, the employee will issue permits, answer questions from citizens and staff, and monitor and enforce specific codes within the development ordinances. The incumbent will conduct research and prepare information for development review and board meetings. Enforcement work includes receiving and investigating complaints, communicating and negotiating with complainants and violators, issuing citations, and maintaining detailed records.  

Qualifications

Completion of bachelor's degree in urban planning, geography, or related field and some experience in municipal planning or code enforcement; or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities.

Special Requirements

A valid North Carolina Class C driver license with a safe driving record. Certified Zoning Officer (CZO) or ability to attain certification within three (3) years of hire.
